How do I delete/remove goals that were mistakenly assigned to 13,000 employees?

Summary:

A user creating their own performance goals accidentally created them in the 2026 Performance Goal Plan. These goals were then assigned to over 13,000 employees. We can remove these goals from the 2026 Performance Goal Plan, but how can we easily remove these goals that have been assigned to all these employees? If HDL is the only way, does someone have a .dat file example?
