Learning Assignment Completion workflow is not working

Summary:

The Learning Assignment Completion workflow is not working, if i leave the rule as 1==1 and set a representative as approver, the workflow gets autoapproved even if the person has a representative. It seems that it does not recognize any approver on the rules, so far i tried to set management and users as approvers but got the same result and changing the rule to get any other attribute makes it error out.

For example: If i set the rule to be Learning Item Type == ORA_NON_CATALOG the workflow gives an error saying that something is configured in a wrong way.
