limit the manager access to add an anytime performance document

Summary:

I have a requirement where i want to limit the manager access to create the anytime performance document for his team and also i want to hide the participants panel in this anytime document so the manager is only allowed to see the overall result not the details , i tried to delete the role create anytime performance document but the manager can still add it from the employee profile
