Are HCM nudge notifications routed through Test Notification Email Address?

Summary:

We've seen in testing that HCM nudges are by passing the Test Notification Email address in our lower environment which was not something that we expected. We see that all BPM transactions and alerts should be routed to the email we have specified in the BPM Administration tab + the profile option ORA_HRC_USE_BPMCONFIG_TEST_EMAIL being marked as Y.

Is it expected functionality that HCM nudges are bypassing the testing email in our lower environments?
