Metro Employee Withheld

Summary:

I have been tasked to change costing on Oregon Metro Employee Withheld. However, we do not have a separate element for this to do. I've been looking all through the system on where this tax resides and I cannot find anywhere that it shows this tax, but yet it is being deducted from employee's checks. Oracle documentation that I've searched only shows how to opt an organization out, whereas the other Oregon taxes have much more information. I need to know what component this tax uses in order to either satisfy requirements or tell them that the requested requirement cannot
