24D/25D Redwood learning hover card bug

I am going to raise an SR for this, but curious if others are having the same problem, and I can't find any mention of it.

We had not yet enabled the 24D Learning Catalog and Browse feature, and profile value ORA_WLF_HOVER_CARD_REDWOOD_ENABLED, as it was buggy and the bugs hadn't been fixed.

I read the25D notice that it was going to enabled automatically as part of 25D so I enabled it, before 25D was deployed, in a couple of non-prod environments, and left it disabled in other non-prod environments.

When 25D was deployed it has locked in the profile value as to whatever it was at the time: Y or N, and it is no longer editable. So, I assume then that defaulting has not worked as I have witnessed Oracle successfully defaulting profile values during an upgrade before and not experienced this behaviour before.
