how an ICP approver can edit the existing allocation in oracle fusion

Summary:

We have a Fin Aid Application Role which is added to the ICP Approvals in workflow. So when the employee submits the personal contribution the approval goes to Fin Aid Role. When the employee having the Fin Aid Role logs in and clicks the Edit Button from the Bell notification , then the Approver should be able to edit the existing ICP allocations. This is not happening , they are only able to view the allocations. the Fin aid Role has both Manage individual and administer individual compensation privileges .

Is there any other privilege so that the Approver can edit the existing allocations or its based on the plan access setup ??
