Limitation in Oracle Fusion for " First Responder Wins" with Multiple Rules in Same Stage.

Dear Team,

We are facing a limitation in oracle fusion approvals where multiple rules within the same stage are required to trigger separate approval groups, but the stage is configured with "First Responder Wins".

When more than one rule evaluates to True in same stage, the first approval action triggers the exit condition and closes the entire stage, causing all other mandatory approvals to be skipped. The business expects that if multiple rules are valid, each corresponding approver should review the transaction, but due to "First Responder Wins", only one approval complete the stage. we cannot use separate stages as workaround because all available first Responder wins stages are already in use for other requirements.
