How is possible to hide "Select an offering" action for manager?

Hi experts,

Our client requested that managers should not be able to manage training for their direct reports but only view it. Therefore, it is necessary to remove from the role the two privileges “manage voluntary learning by learner manager” and “manage required learning by learner manager”.

However, the manager still sees the action “assign an offer” when the learner is enrolled in the course and not in the offer. When trying to enroll the person in an offer, an error appears on the page.

Does anyone know how this can be resolved? The manager should not see this action since they no longer have the two privileges. Has anyone found a workaround?
