Access Issue with Admin Account: Unable to Reset MFA or Terminate Tenancy

I am facing a chicken-and-egg problem with my Oracle Cloud free-tier tenancy. In 2021, I set up MFA for my admin account using Oracle Authenticator. However, I recently replaced my phone and no longer have access to the old one.

When I contacted support to reset MFA, I could not recall which credit card I used at signup, which I understand is a security measure. Since I no longer have access to the admin account, I reached out to support via chat to request tenancy termination. They provided a link indicating that only the administrator can terminate the tenancy, and since this is a free-tier account, I cannot file a formal support ticket.
