How to bypass approver 2 when approver 1 and approver 2 are same?

Summary:
Line manager initiates an ICP for an employee - Approval flow is Line manager+1, HR Approver(AOR), UHR(AOR). Here Line manager+1 (Peter) and the HR Approver (Peter) are the same. Once the Line manager +1 approver again as HR Approver the notification is triggering. We should not get the notification for HR Approver who is Line manager+1.
