25D NonCatalog screen error when adding multiple lines?

Summary:

We are testing 25D in a TEST Environment. When creating a NonCatalog request, prior to 25D would be able to enter Item/Pricing/Source section information and "add to Cart". Then have the option to create another request to the same Cart and repeat as needed. The Source section would retain the Supplier and Suggested Buyer information

In 25D -

Can only add 2 items via "add to cart" and then the options becomes greyed out and can not add any additional lines.

Additional the "Source" Section clears out each time you "add to cart"

Is this a known bug?
