Why does the Negotiated flag not appear on a duplicated requisition

We have noticed that when we duplicate a requisition that was created from a smart form that is flagged as Negotiated, the Negotiated flag is removed.

This means the requisition is showing up in our Buyers workbench as Not Negotiated.
Has anyone else experienced this in the last few weeks?
