Combined Task Notification for Performer not triggering notification

Summary:

We have a combined task assigned notification to send a list of manager tasks assigned to a line manager within an employee journey. When I look in the Alert history, it is successful, but we are not getting an email or a worklist notification. Did something change in 25C? This is on an enterprise onboarding journey and the combined task are on one of the steps. However, it looks like it is no longer working for other journeys either.
