In PDSC scenario, the Manual Charged Resource Costs are not capturing the Project Details

Summary:
We are enabling PDSC and during testing in lower environments it was observed that the Manual Charged Resource Costs are not capturing the Project Details although the Project and Task details are correctly captured at WO header level. Because of this the respective resource charged cost is not getting transferred to projects. Only the Automatic charged resources are capturing the project details.
