NetworkManager Fails with Errors "NM_CONTROLLED: command not found" and "invalid line ignored"

Symptoms:
After rebooting the OCI instance, NetworkManager.service does not start automatically. As a result, NetworkManager is unable to manage network interfaces, such as the default network interface (ens3). With network interfaces coming online, there will be no network connectivity for the instance, leading an unresponsive instance.
The following errors are observed in /var/log/messages:
