Do we need employee data for data conversion in learning

Summary:

I want to move master data like course, offerings from one oracle fusion env to another without the employee data in the new pod. I wanted to check if we can move the data by giving the person id as we have already but actual person data is yet to be moved to the system.

So once the person data moved to system will these auto updated or auto assigned with employees?
