Create Pending worker record in Move to HR

Summary:

May seem a fairly obvious question but on a brand new implementation what set up is required to have a pending worker created on Move to HR? Ive created the role, added the action to CSP, but do I need to any other kind of configuration? I cant seem to find anything in the implementation guide etc
