Candidates Interviewed doubling?

I run a weekly report for our recruiters that returns applicant counts for each requisition.  The counts included are "# of Applications historically interviewed (1st)" and "# of Applications currently testing."

For a couple of recruiters the count of applications interviewed is doubling, but it isn't for all recruiters.  I've checked the workflow, and they seem to be the same across recruiters.

Does anyone have any ideas why this might be happening?
