Merge option giving workcenter based on standard operation in PM schedule

Hi,

Need to understance below scenario. We have created PM schedule with 2 workdefinitions under Merge option

Workdefinition1 : has same standard operation1 with workcenter "Wind generation blade " and Standard operation1 with workcenter "Ocotillo-WB" ( Note that standard operation is same with different workcenter using reference flag)

Workdefinition2: has Standard operation 2 with workcenter as "EG"

When workorders are getting created, system is considering only workcenter which is defined at the standard operation level ignoring workcenter "Ocotillo-WB" and creating 2 operation with same Workcenter ideally supposed to be workcenter "Windd generation blade" and "ocotillo-WB"
