Transit lead times are not being honoured for the data uploaded via Manage Transit Times

We have transit lead time data coming from OTM which needs to be uploaded to Supply Chain Planning to be used by HVGOP. The data is available from warehouse to cities in various countries. We have the information of From Location(City, State, Country) and Destination location (City, State, Country) and respective transit lead time in a csv file. From Manage Zones, we have created two zones US_City_Zone and US_State_Zone and added cities, states mentioned above to these zones. Then via Manage Transit Times uploaded via csv file, TLT from various warehouses to the cities(Zone level), states(Zone), countries(Geography) separately. We can
