Facing HDL upload error: Cannot invoke "java.sql.Date.getTime()

Summary:

While doing HDL data loading, I'm getting this error :
An error occurred. To review details of the error run the HCM Data Loader Error Analysis Report diagnostic test. Message details: Cannot invoke "java.sql.Date.getTime()" because "date" is null.
The HDL template file has these lines:
METADATA|ElementEntryValue|ElementEntryValueId|EffectiveStartDate|EffectiveEndDate|AssignmentNumber|ElementName|LegislativeDataGroupName|ElementEntryId|ScreenEntryValue|LegislationCode

Could someone please let me know how I can resolve this?
