Unable to select the Deliver-to Location before selecting the Ship-to Location when creating POs.

We are unable to select the Deliver-to Location before selecting the Ship-to Location when creating POs. Also once the Ship-to Location is selected the Deliver-to Location LoV shows and allows only to select Deliver-to Locations mapped to the Ship-to Location provided earlier.

We are implementing Fusion for a Healthcare Customer and the users want to be able to select the Deliver-to Location first when creating direct Purchase Orders without backing Requisitions and then populate the Ship-to Location based on the Deliver-to Location selected.

Could you kindly advise if there is any way to achieve the specified requirement? At present, the only workaround available is to have users begin by creating a Requisition, selecting a Deliver-to Location, and then processing it into a Purchase Order.
