Unable to assign all lines of a requisition to same buyer

Summary:

I have two items with two different buyers assigned at Item Master level at a specific inventory organization. I don't have any Buyer assignment rule in place. I have enabled the profile option "POR_ASSIGN_REQ_SAME_BUYER" to Yes. I have created a requisition with these two items for the same inventory organization and the buyers on the requisition lines are getting derived from the item master level buyer assignment, so its making two different buyers on the two lines of the requisition and not assigning the same buyer of line 1 to line 2.

But ideally it should ignore the item level buyer assignment for line 2 and it should copy the line 1 buyer to line 2 as per the profile option enablement.
