OCI: SSH Connection Fails with "Remote side unexpectedly closed network connection"

Symptoms:
The ssh session fails after entering the username. The authentication process waits for few seconds and then terminates. The SSH works fine with password authentication, but fails with SSH keys.

Remote side unexpectedly closed network connection
Cause:
During the login attempt, the following errors are reported in the /var/log/secure. The instance needs to be booted into rescue mode to be able to view the logs in case of no password authentication is enabled (i.e. no way of logging into the instance).
