Change salary is getting reflected on Gross salary and not on Base Salary

We have components defined in the salary structure.

Whenever user is increasing salary by x%,it is using gross salary value instead of base salary.

Due to this other components are affected. Other components should be calculated based on Base salary and not on based on Gross Salary.

Has anyone came across this issue? please advise.
