We need to be able to add a Landed Cost field to the change order

We need to be able to add a Landed Cost field that derives the same outcomes as when the requestor created a requestion line with a landed cost field selected yes. Currently if the requestor makes a change order and wants to associate the new line with the item's cost (Landed Cost) we do not have that functionality and therefore the landed cost or fees are not being associated with the items cost

We currently have a landed cost set up for req page but if not added at that point we cannot add it on the change order as it does not exist. When this happens we need to restart the process which has had various downstream consequences and issues for the client.
