How to save a timecard without entering the stop time?

Summary:

According to Oracle's standard functionality, a timecard cannot be saved or submitted without a Stop Time.

We now have a requirement to allow saving a timecard without a Stop Time, but to display a hard stop error message when attempting to submit it.

Is it possible to implement this functionality?

Any suggestions or recommendations would be greatly appreciated.
