1. Initiation:
   • An employee (learner) submits a learning request.
2. Routing Logic:
   • Identify the learner’s direct manager and their grade.
   • If the manager’s grade is above SP2:
     • The request should skip this manager and go to the next manager in the hierarchy with grade SP2 or below.
   • If the manager’s grade is SP2 or below:
     • The request should stop at this manager for approval.
