Make Expense Audit Issue Dropdown list always active

Summary:
On the expense audit page, the audit issue dropdown list is only active if you edit the reimbursable amount field.
Is there a way to make the audit dropdown always active so that we can flag audit issues without having to constantly change the amount field
I believe this may be accomplished in Page Composer, but before going that route, I just wanted to check if there was a setting or something less invasive. See Screenshot below.
