Need to Restrict Recruitment Admin role to Allow only Creation of Internal and external question

We need to grant recruiters the ability to create Internal and External questions only within the Recruiting module. No other administrative or broad recruitment privileges should be available to them.

Currently, the Recruitment Admin role provides extensive access beyond what is required, including multiple administrative functions that we do not want recruiters to use. There is no existing role that limits access exclusively to question creation.

Which privilege(s) are required to only add Internal and External questions.
How to restrict or customize the role so recruiters have question-creation access only, without additional recruitment management functions.
Confirmation on whether a custom role is recommended and which duties/privileges must be included or excluded.
