Can we create a second DCS portal for our customer?

Our customer is a university that decided to povide their students with a DCS portal. Currently, the users in the DCS portal are automatically created by integration when they finish their inscription process and sign their e-contract. The way the students log into the portal is through SSO. The IDP for this SSO is a microsoft Azure account, using IDCS to authenticate.

Now, our customer is looking to expand the use of the DCS portal to prospects, so that they can create SRs related with questions about the programs our customer offers, or to troubleshoot issues with their admission process. There are quite a lot of problems with this, though:
