Indiana county taxes after turning on OPTE

Summary:

We are in the process of testing OPTE and we are located in Indiana. For our comparison of Vertex vs OPTE we have had several county tax differences for Indiana. In one example OPTE is calculating a resident and a non-resident rate. In vertex it did not. Has anyone else ran into this issue? I've not been able to determine why OPTE would do this.
