Under Assign learning for Learners drop down we have direct reports options only

Hi,

When we delegate the Line manger role to another person he is unable to assign learning to the users . Navigating through > My Team > Learning and Development > Clearing filter > Assign Learning. We are getting just 2 options " All Direct Reports and Specific direct Reports" Can anyone help with this are we missing privilege or some process needs to be run. How do we get the other options.

I tried VB but no luck with that as well.

We are on 25D version in HCM
