Can't build Payment using ISO 20022 formats for US Wire

Summary: Our bank (US Bank) requires us to send ISO 20022 format for US Wire. We used Oracle seeded template ISO20022CGI2019.xsl. Invoice were picked up for initial installment when running PPR, but when we submitted the request to build payment, we got Error ::ORA-01403: no data found and FAILED_PAYMENT_VALIDATION. No payment was built.

Could you advise what is missing and how to troubleshoot?
