How to fully remove “Create Survey” from Manager role (not just hiding quick links)?

Summary:

We need to prevent Managers from creating or launching Surveys in Oracle HCM. Hiding quick links isn’t enough because the Create Survey task remains accessible via Global Search, which we plan to promote as the main navigation method. Looking for best practices and technical steps to fully remove this capability from the Manager persona without impacting other manager functions.

We also don't plan to use Personal Brand functionality within organization.

Current Challenge
Security can hide the quick link, but Managers can still access Create Survey through Global Search. We need a solution that removes the underlying privilege, so the task is not executable, regardless of navigation path.
