Switch Primary and Secondary Ledger?

Is it possible to change a primary ledger that's been in use for years into a secondary ledger and also change a secondary ledger that's been in use for years into a primary ledger?

The auditors are trying to ensure that no entries in the secondary ledger, which does not require approval rules, can get recorded in the primary ledger. Since the functionality to transfer secondary ledger journals to the primary ledger is nonexistent, the only other option is to change the designation of the two ledgers, load the entry, and then change the designation back to the original setup. I need to confirm that this is not possible.
