Development Goal Learning search not returning correct results

Summary:

I've just switched on development goal learning, so employees can link courses from the catalogue to their goals. However the search will only allow them to add courses which have been featured. Searching for a course by keyword results zero results.

Learning is currently Redwood, but goals and performance is still in responsive. Could that be the issue?
