Duplicate Check pulls in results not related to search

Summary:

When using the duplicate check functionaity in Recruitment, some times the search results returned are not relevant to the candidate that we are performing a duplicate check for. I've attached an example below of someone we were reviewing duplicates for. The 2 medium results are 2 different people that are only related due to city and zip code. This duplicate check functionality should only return true duplicates if any. This was working prior to Redwood/25C upgrade.

Our 'Person Creation Duplicate Check' configuration is set to blank which means it's defaulted to option 7 according t this oracle Doc -

Has anyone else run into this issue and is this really Oracle's Redwood 25 expected behavior?
