How to make Potential assessment mandatory during review content preparation stage?

Summary:

How do you ensure that managers click on Potential assessment and complete it mandatorily?

In our case we have made the Potential rating column read-only, but it doesn't stops the manager/participant from clicking on submit button. 

Our requirement is to stop managers from submitting the review data, if they don't click and complete the potential assessment.
