Facing error while creating the element eligibility links

Summary: While creating the element eligibility links for the element Staff Incentive I am not able to add any of the eligibility as it showing the below mentioned error.

You need to enter a valid element criteria ID. (PAY-1635561) Error This combination of eligibility criteria already exists for this element. (PAY-1635752) An element can't have two eligibility criteria records with the same set of criteria and the same or overlapping effective dates..

It is a freshly created element and there exists no prior element eligibility links for the same element . But still I am not able to add as I am facing error.
