25D regression: Redwood Add and Edit Pending Worker pages only shows 3 sections

Summary:

Before 25D upgrade,

Redwood Add a pending worker and Edit Pending Worker pages only shows 3 sections, even if there is VBCS rules to show more sections.

After 25D upgrade,

Redwood Add a pending worker and Edit Pending Worker pages started shows all enabled sections as per the VBCS rule

After week of upgrading to 25D,

Oracle applied a VBCS patch proactively, which made these pages go to back to pre-25D state and now only shows 3 sections.

So, Basically this proactive 25D additional VBCS patch broke Redwood fixes that came in 25D upgrade.
