Blank page appears end of report in RTF template even though conditional split page is used.

We are encountering an issue in a BI Publisher RTF template where an extra blank page is generated at the end of the PDF output.
The template uses a conditional page break logic similar to the following:

<?if:position() mod N = 0?><?split-by-page-break:?>

We have verified that there are no extra spaces, line breaks, or unnecessary characters in the template.
Please advise on how we can prevent the additional blank page from being created at the end of the report.
