Rejected development goal is automatically deleted?

Summary:

The “Reject” approval action in Career Development deletes the submitted Development Goals. Is this the expected system behavior?
Also, can we change the “Reject” action so the goals aren’t deleted, but can be edited and submitted again for approval?
