Could you advise approximately how long it typically takes Eloqua to calculate the optimal send times when a campaign including an email with STO enabled is executed?

The reason I am asking is to understand what happens when a campaign is scheduled to start exactly at 9:00 AM on Monday, and there are contacts whose optimal send time is also 9:00 AM on Monday.
In this scenario, if STO requires processing time before generating the optimal send schedule, is it possible that the actual send could be delayed past 9:00 AM and occur at a different time or even on a different day?
