ISSUE with Redwood Benefits Administrator Job Role Security

Summary: We migrated our client to Redwood in 25C last month. we discovered an issue with seeded Benefits Administrator role in Redwood. one of the HRIS lead had only Benefits Administrator Job role in RUI and was able to successfully search users in Benefits Service Center. However, now in Redwood the user is not able to search for employees in Benefits Activity Center. Why would it stopped working?

Kindly note that we have ran the Ingest after 25C redwood changes and also we have ran the Compute ACL to users but still the search in BAC does not return results.
