Unable to resubmit the certification type by employee

The certification type is configured as continuously required to be submitted by the employee. However, once submitted, it is still not asking the employees to re submit/not giving employee an option to edit and submit. And it is only triggering the pending action for the Ben admin to enter the received date. How to make the certification type to resubmit when it is triggered. How to allow the employees to resubmit/update the certificate which they have already submitted.
