Cannot redraft offer after deleting Promotion assignment

Hello,

We need to change the start date of a promotion. The assignment record for the incorrect date has been deleted, the complete recruiting process has run, but the offer will not redraft due to error of "You can't do this current action on candidate XXXX because a work relationship exists for them. (IRC-1590225)".

The relationship does not exist anymore.

Any help appreciated.
