Update underlying text while adding phone number

Summary:

Need to update the TEXT under the add new phone number under contacts

Navigation - Me > Personal Info > Contact Info > Add Phone Number

Text says - Enter 60 or fewer characters.

I tried user interface text to update the string but that is not working.
