How can we make Attachments mandatory at header level and optional on line level in expense reports

We have a requirement of having attachments mandatory at header level of expense report and optional at line level, we have currently used manage expense system option to anable attachments at both header and line level plus Manage Expense Report Receipt and Notification Rules for preventing users to submit the expense report if receipts are not attached but this combination is not giving us the expected results.
